Educational and training background
Jaap Baar completed his graduation in criminal law from Leiden University. He went on to acquire a master's degree in constitutional and administrative law through evening study. Jaap trained as a lawyer under Pieter Hoogendam. Michiel Kuyp and Jaap Baar are in charge of Kuyp Baar advocaten.
Experience
Mr During his years as a student, Mr Baar was a tutor in criminal law and also taught at a secondary school. He also a edited a legal student magazine. He entered the legal profession almost immediately after completing his studies
Vision
Jaap is direct not only in his communication, but also in the way he works. Apart from criminal cases, Mr Baar also handles administrative cases. This is what sets him apart, since the government cases regularly involve both fields. Mr Baar operates within the area of interface between criminal and administrative law, and is capable of deftly utilising his criminal law expertise during proceedings relating to punitive administrative law. Conversely, his administrative law expertise helps him greatly during criminal proceedings, particularly when there is coalescence between two fields of law; namely, when an administrative law enforcement matter transitions into a criminal law investigation - from inspection to investigation.
Jaap Baar regularly applies this expertise to provide assistance to various enterprises, comprising a large number of hospitality industry clients, apart from property and project developers and agricultural enterprises. Mr Baar provides advice on licensing procedures, with a special focus on Bibob investigations. He regularly litigates against the revocation of licences or the enforcement of administrative law, such as the imposition of administrative fines, closures, orders for administrative coercion and orders for periodic penalty payments.
He is also the right person to approach in case you or your undertaking is facing an enforcement measure under criminal law, for example, on account of violating licensing regulations or environmental rules.
Mr Baar has a particular interest in the Animals Act and animal welfare. He regularly publishes on this subject in legal journals. He focuses on enforcing adequate enforcement of animal welfare regulations through administrative as well as criminal proceedings. In this connection, he provides assistance to foundations engaged in improving animal welfare and the rights of animals. He also publishes regularly on 'animal cases'.
Mr Baar is an Honorary Member of the Dutch Association of Young Criminal Defence Lawyers (NVJSA). After sitting on the board of that association from 2015 to 2019, he has been its Chairman for the last year and a half. He also publishes regularly in various professional journals.
